Law Practice
Katy joined SBH Legal in 2025 and currently represents Oregon employers and insurers in workers’ compensation and related employment defense matters.
Prior to joining SBH Legal, Katy served as an attorney for the U.S. Department of Labor Office of Administrative Law Judges (OALJ). OALJ adjudicates disputes arising under an array of federal employment statutes and regulations. However, the largest part of OALJ’s work involves the adjudication of claims for benefits under federal workers’ compensation statutes, including the Longshore and Harbor Workers’ Compensation Act, the Defense Base Act and the Black Lung Benefits Act.
In that role, Katy assisted ALJs in every step of administrative adjudication, such as pre-hearing matters, hearings, orders, decisions, and mediations.

Something you may not know about Katy
- Katy grew up in Pittsburgh, PA, making her feel right at home in cities with big rivers, famous bridges, and historic industry. In 2024, Katy and her partner, Emily, moved to Portland with their dog (Raspberry) and cats (Macaroni and Cheese).
- As her partner says, “Katy loves an activity.” So when not working, you might find Katy on the move either on foot, on her bike, on rollerblades, or on belay. Katy loves spending time with Emily and playing with their pets. If not found doing any of the above, check the Portland Thorns’ schedule; she rarely misses a game.
